The City of Dubuque offers a 50% reduction in monthly refuse and stormwater fees for income-qualified, residential customers. To be considered for this fee reduction program, customers must submit an application and income verification.
Current income guidelines eligibility requirements are as follows:

1 – $25,900
2 – $29,600
3 – $33,000
4 – $37,000
5 – $40,000
6 – $42,950
7 – $45,900
8 – $48,850
