Dubuque City Manager Michael Van Milligen is recommending Interim Chief of Police Jeremy Jensen be the next chief of police for the City of Dubuque. Van Milligen’s recommendation must be approved by the Dubuque City Council and will be presented for consideration at their Wednesday, March 2, meeting.
Jensen has over 30 years of law enforcement experience and has been a member of the Dubuque Police Department since 1994 and had served as assistant chief of police from 2018 until he was named interim chief of police when former Chief of Police Mark Dalsing retired in September 2021. His previous roles within the department include: captain of patrol and mobile field force unit supervisor from 2012-2018, lieutenant of internal affairs from 2009-2012, lieutenant of patrol and tactical team supervisor from 2008-2009, corporal of community policing and tactical unit team leader from 2006-2008, criminal investigation investigator from 2004-2006, tactical unit squad leader from 2002-2006, tactical unit member from 1997-2002, field training officer from 1996-2004, and patrol officer from 1994-2000.
City of Dubuque Director of Finance and Budget Jennifer Larson recently named three new budget/financial analysts to the department: Jason Clasen, Robyn Hosch, and Nathan Kelleher.
Clasen and Hosch are budget focused budget/financial analysts, the two will examine the city’s budget estimates for completeness, accuracy, and compliance with procedures and regulations. They will complete financial and accounting reports that will inform the City’s fiscal decisions.
Clasen most recently served as a controller and manufacturing accounting manager for Rite Hite Corporation. There he analyzed sales data for process improvement along with other financial and accounting responsibilities. Clasen holds a bachelor’s degree in accounting from Clarke University.
Hosch most recently served as a business manager for Starmont Schools where she analyzed and completed all financial and accounting transaction on behalf of the district. She holds a bachelor’s degree in business from the University of Dubuque.
Kelleher is a grant focused budget/financial analyst, he will be responsible for the administration of the grant reporting system, review of grant contracts, recording grant related expenditures and revenue, tracking grant applications, and reporting deadlines, and review of grant reports prior to submittal. Kelleher has been an accountant with the City of Dubuque since June 2019.

City of Dubuque Public Works Director John Klosterman has named Jacob Jansen as the City’s next resource management supervisor.
As the City’s resource management supervisor, Jansen will be responsible for the planning and supervision of all City collection and processing programs of solid waste, recyclables, and organics. He will work to identify waste reduction efficiencies in an effort to identify a path toward zero-waste. Jansen will also work alongside the City’s sustainability office and the Dubuque Metropolitan Area Solid Waste Agency to implement the Solid Waste Operations and Fees Study, the City of Dubuque Comprehensive Plan, the City of Dubuque Climate Action Plan, and other City initiatives.
