COVID-19 Assistance From the Iowa Department of Revenue

In response to COVID-19, the Iowa Department of Revenue is changing the way it helps taxpayers in need of assistance. Taxpayers with questions should call the taxpayer services phone line at (515) 281-3114 or 1-800-367-3388 or email the Department at idr@iowa.gov, rather than visiting the Department in the Hoover Building at the Iowa Capitol Complex in Des Moines.

Additionally, the Department anticipates the possibility that the Internal Revenue Service (IRS) will delay certain due dates. If and when this occurs, the Department plans to change its deadlines.

Iowa Issues Order Related to Estimated Tax Payments
Iowa Department of Revenue announced conditional penalty relief for taxpayers required to make estimated payments. The changes, prompted by COVID-19, are the result of Order 2020-03.

The order provides conditional penalty relief for taxpayers required to make estimated payments of individual, corporate, or franchise tax for a tax year beginning during the 2020 calendar year which have an installment due date on or after April 30, 2020, and before July 31, 2020.

In addition, the Department has updated its Frequently Asked Questions related to estimated tax at tax.iowa.gov/COVID-19, with several FAQs related to the conditional penalty relief granted in this order.

State income tax refunds currently are being processed at about the 30-day mark. Taxpayers can check the status of their refunds at the Department’s Where’s my Refund page.

Extensions Under Iowa Code Section 441.37(1)(a)(1) Due to Declaration of Disaster Extension authorizing Boards of Review in each city and county to remain in session until June 15, 2020 and extending the time for filing a protest to include the period from May 25, 2020 to June 5, 2020. On March 23, 2020, President Donald Trump declared that a major disaster exists in the state of Iowa and ordered Federal assistance to support recovery efforts in the areas affected by the recent outbreak of the COVID-19 virus. As a result, pursuant to Iowa Code section 441.37(1)(a)(1), the Extension of Time to File a Protest.

The period for filing a protest with the Board of Review is extended to, and includes the period from May 25, 2020 to June 5, 2020.

The Iowa Department of Revenue extended the filing and payment deadline for several state tax types, including income tax. The changes, prompted by COVID-19, are designed to provide flexibility to hard-working Iowans whose lives have been disrupted.

The order extends filing and payment deadlines for income, franchise, and moneys and credits taxes with a due date on or after March 19, and before July 31, to a new deadline of July 31.

Notifications, including motions, orders, and other correspondence continue to be issued at this time. Staff have remote system access that will allow them to continue to monitor their own staff email addresses as well as the general email address, idrhearings@iowa.gov. If you have questions about your case, you are encouraged to email idrhearings@iowa.gov.

Any in-person hearings scheduled with either an Administrative Law Judge or the Director from March 16, 2020 ongoing will be changed to telephonic hearings or continued to a later date.
